diff: simplify the parsing of short option clusters

diff: let side_diff::diff report whether the files differ Return whether `side_diff::diff` saw a changed line and use that value for the exit status instead of comparing the inputs again. With `-y -q`, keep running the renderer but send its output to `io::sink()`, so only the brief message is printed.

cmp: check the byte limit right after reading Check the limit after both operands have been read and before the EOF checks. This keeps -n 0 reporting a directory operand while allowing is_directory and stop_at_limit to be removed. Keep a check at the top of the loop after at least one byte has been compared. Without it, reaching the limit can trigger another read and block on a pipe that is still open. Add a regression test for that case.

cmp: don't pad the printed bytes when the second byte is non-ASCII With -b, the character column after the first byte was padded to two columns whenever the second byte was 0x7F or higher, so a printable first byte got an extra space ("141 a 303 M-C"). GNU cmp prints the two bytes separated by a single space in every case.
