ROUTER_PROVIDERS not injected to the root component when the providers array exists

If you have specified a provider array on the root component the ROUTER_PROVIDERS are not injected into the root component.

Expected behavior, the ROUTER_PROVIDERS should be appended to the already existing providers array.

Obsolete with the new router and disabling of old router generator code.
