Update Windsurf to Devin in gh skill agent list #13986

The Cognition team reached our asking to replace "Windsurf" with "Devin" in the list of agents, since Cognition has acquired Windsurf and rebranded the app to Devin.
The install path for any skill files should also be updated to .devin/skills/
Proposed solution
- Rename "Windsurf" to "Devin" in the list of agents
- Ensure this installs skill files in
.devin/skills/

I'm suggesting the
