Raise the minimum PHP version to 8.2 and resolve composer against it

The previous lock was resolved on a local PHP 8.5 and picked a
doctrine/instantiator release that needs 8.4, which broke composer
install on the 8.3 release runner and the 8.1 test job. Composer's
platform is now pinned to 8.2 so resolution always matches the plugin's
floor, and the floor itself moves from 8.1 to 8.2: 8.1 no longer gets
security fixes, and the patched auth0-php needs 8.2.

Re-resolving the whole tree on 8.2 also lifts php-jwt to 7, which
clears the last composer advisory.
