Build and publish Go feature server docker image in quay.io registry #5891

Is your feature request related to a problem? Please describe.
There seems to be many users of Go feature server but the docker image is not officially published in the quay.io registry. Currently all users build manually using:
- Dockerfile - https://github.com/feast-dev/feast/blob/master/go/infra/docker/feature-server/Dockerfile
- make build-go-docker-dev - https://github.com/feast-dev/feast/blob/master/Makefile#L771
Describe the solution you'd like
As part of Feast release, build and publish feature-server-go image in quay.io registry
Also need an update to the official documentation about Go feature server here - https://docs.feast.dev/reference/feature-servers/go-feature-server?fallback=true

@shuchu yeah we do.
i just created https://quay.io/repository/feastdev/go-feature-server with what I think was the correct configuration
