Why
Hub needs durable identity records and a choice of credential store. This is the storage layer of the identity work agreed in github/replica-internal#48. Refs #116.
What changes
Add PostgreSQL records and repository queries for credentials, users, sessions, one-use sign-in attempts, and security records. A shared settings-row lock lets changes and their audit records commit together or roll back together.
Credential providers use one configured GitHub App installation. The database provider encrypts credentials with a separate key. The read-only environment provider requires complete settings and never falls back to database credentials.
Domain-owned store contracts compose the standalone queries without upward imports from repositories. Native server aliases work in source and compiled Node.js. The HTTP API remains unchanged in this layer.
