Renumber 1-js/02-first-steps folders so the chapter order matches upstream (alert/prompt/confirm before type conversions; 12 left free for the nullish coalescing article). Renames only, no content changes. Refs javascript-tutorial#366.
Translate the nullish coalescing article from en.javascript.info. Code blocks are kept as in upstream; only prose and code comments are translated. Adds the upstream anchor to the logical operators heading so the cross-link resolves.
