The Debian/Ubuntu note in the build instructions says that a build of Python 3.15 and older uses a bundled libmpdec when libmpdec-dev is missing. That is wrong for 3.15: it no longer falls back to the bundled copy implicitly (gh-115119). Without libmpdec-dev, configure warns, _decimal isn't built, and decimal uses its pure-Python implementation. The bundled copy is only used with --without-system-libmpdec, as the 3.15 configure documentation says. I saw this on GitHub's Ubuntu 3.15.2 build, which has no C _decimal.

This changes the note to: 3.14 and older use the bundled copy; 3.15 uses it only with --without-system-libmpdec; otherwise, and for 3.16 and newer, decimal falls back to the pure-Python implementation.

AI assistance (Claude Code) was used to find the cause and draft this text and the change; I checked it against the 3.15 sources and a 3.15.0 build.

Python 3.15 removed the implicit fallback to the bundled copy of
libmpdec (gh-115119). Without libmpdec-dev, a default 3.15 build does
not use the bundled copy: configure warns, _decimal is not built, and
the decimal module uses its pure-Python implementation. The bundled
copy is only used with --without-system-libmpdec, as the configure
documentation for 3.15 says.
