[geopandas] Update to 1.2.0 - #16632

Closes: #16452

stubtest reported 30 errors on the stubsabot bump. The changes in geopandas 1.2.0 behind them:

• buffer takes quad_segs instead of resolution, to match shapely. resolution still works through **kwargs with a DeprecationWarning, so GeoPandasBase.buffer gets a @deprecated overload for it.
• difference, intersection, symmetric_difference and union gained grid_size on both GeoPandasBase and GeometryArray.
• sample_points dropped seed; only rng is left. The @deprecated seed overload is gone and a single signature remains.
• New GeoSeries.make_grid and geopandas.tools.make_grid (positional-only input geometry). The tools function goes in a new tools/make_grid.pyi and in tools.__all__.
• GeometryArray.all and GeometryArray.any are new, keyword-only skipna.
• plot_series and plot_dataframe gained tiles, attr and add_labels. tiles also accepts an xyzservices.TileProvider or a rasterio.io.MemoryFile; neither package is a dependency of these stubs, so that part is Incomplete, with a comment.
• plotting.ColumnLike is a new public alias at runtime. It is now used for the column parameter of plot_dataframe and the GeoplotAccessor methods, which had diverged (Hashable | None versus Hashable | pd.Series | pd.Index | NDArray | None).
• options.use_pygeos is removed from _config.

stubtest for geopandas 1.2.0, mypy_test.py stubs/geopandas, pyright_test.py stubs/geopandas, black and ruff all pass locally.
