Makefile For All Hooks #478
Description
As developer/maintainer of the secureCodeBox
I want to reduce the complexity of installing unreleased hooks
so that testing locally and in the CI becomes more easy
To tackle this issue, we want to introduce Makefiles for each hook.

- finding-post-processing
- generic-webhook
- notification-hook
- persistence-defectdojo
- persistence-elastic
- teams-webhook

An additonal challenge for the hook makefiles is that they depend on the test-scan scantype and parser.
Probably easiest way is to just always build this beforehand, build time should be fast enough.
