What this PR does / why we need it:

Problem
Ray 2.58 + pyarrow 25 + pandas 2.3 changed Dataset.to_pandas() to produce pd.ArrowDtype columns instead of traditional numpy types.

This broke Ray integration tests in two ways:

  • List-typed features returned as ArrowDtype(list<...>) instead of object dtype (10 test failures)
  • Null feature values returned as None/pd.NA instead of NaN, causing math.isnan(None) → TypeError (2 test failures)

Fix

  • ray_shared_utils.py - Added normalize_arrow_dtypes() that round-trips through Arrow (pa.Table.from_pandas(df).to_pandas()) to restore numpy-backed types. No-op when no ArrowDtype columns exist, and safe on pandas < 1.5 via getattr guard.
  • job.py / ray.py - Applied normalization at all to_pandas() exit points in RayDAGRetrievalJob and RayRetrievalJob. Also fixed incorrect .to_pandas().to_arrow() calls → pa.Table.from_pandas(...).
  • e2e_test_validation.py - Replaced math.isnan() with pd.isna() to handle None, pd.NA, and NaN uniformly.

… to_arrow

RayRetrievalJob.to_arrow used Dataset.to_arrow_refs(), which preserves Ray
extension types as ArrowPythonObjectType(large_binary). TensorDtype was also
skipped by is_numeric_dtype. Detect Ray dtypes via module path, convert cells
with .tolist(), and route to_arrow through the normalized pandas path.

fix: Recover Arrow list value types for empty-list historical features
8850a51 
PIT joins with has_empty_list fixtures can return only empty lists, so
from_pandas infers list<item: null>. Keep typed empty ndarrays, and cast
null list columns using Feast-declared Arrow types (float32→float64).

Drop sdk/python/feast/infra/feature_servers/multicloud/offline/, which only
supported local hermeto/arrow-from-source and RPM lock offline image builds
and is unused by Makefile CI, GitHub Actions, or the standard feature-server
Dockerfiles. Also clear related .secrets.baseline entries.

* chore: Drop unused minimal-sdist requirement locks

Remove py3.10–3.12 minimal-sdist(-build) lockfiles, stop generating them
in lock-python-dependencies-all, and delete the minimal-sdist-build extra.
They only supported hermeto build-from-sdist offline image builds.
